Saber is an online certification management platform launched by the Saudi Standards, Metrology and Quality Organization (SASO). It is designed to assist enterprises in completing product registration, certificate issuance, and the application process for Certificates of Conformity (CoC), thereby enhancing customs clearance efficiency for goods imported into Saudi Arabia.

Currently, the Saber customs clearance system has achieved full data interoperability with Saudi Arabia's FASAH customs system. This framework evolved from the earlier SASO certification regime; following the phased implementation of Saudi Technical Regulations (TR) starting in January 2019, the transition from the old system to the new one was successfully completed by February 2020. Under current regulatory requirements, importers of all regulated goods must register their products via the Saber platform; only after undergoing an audit and obtaining the requisite compliance certification documents can their goods be successfully cleared through customs.

Furthermore, effective January 1, 2025, SASO has issued a notification stating that all goods exported to Saudi Arabia must undergo an application process via the SABER system to obtain a Product Certificate of Conformity (PCoC) and a Shipment Certificate of Conformity (SCoC).

**SABER Certification Process**

1.  **Product Information Registration:** To initiate the SABER certification process, you must first provide the importer's SABER platform account credentials (username and password) so that we may complete the product information registration and filing on the platform. Alternatively, if providing account access is not convenient, clients may choose to log in to the SABER platform themselves to add their product information.

2.  **Sample Handling and Label Preparation:** Product samples must be provided to facilitate sample testing and the organization of product labeling specifications, thereby ensuring compliance with relevant Saudi certification standards. If physical samples cannot be provided, clear product images and detailed technical specifications must be submitted to satisfy the certification assessment requirements.

3.  **PC Application Submission:** Once all relevant documentation—including the manufacturer's business license—has been assembled, a PC (Product Certificate of Conformity/PCoC) application order is submitted within the SABER system. All supporting documents are simultaneously forwarded to the designated certification body for review.

4.  **PC Approval and Follow-up Actions:** Once the PC application has been approved, the client is required to log in to the SABER platform to pay the corresponding fees in Saudi Riyals. Upon completion of the fee payment, arrangements can be made for the shipment of the products, thereby laying the groundwork for the subsequent SC (Shipment Certificate) application and customs clearance procedures. 5. SC Application Submission: Once the products have been shipped, the final versions of the packing list and commercial invoice must be provided to formally submit the SC (Shipment Certificate of Conformity, SCoC) application and to continue advancing the certification process.

6. SC Approval and Customs Clearance: After the SC application has been reviewed and approved, the client is required to independently pay the corresponding fees in Saudi Riyals via the SABER platform. Once the payment is completed, arrangements can be made for customs clearance of the shipment. At this stage, the entire SABER certification process is fully concluded, and the products may legally enter the Saudi market for circulation and sale.
