Nigeria SONCAP Certification Process



I. Document Preparation Phase


Applying for Nigeria SONCAP certification requires the advance preparation of a complete set of relevant documents. As these documents serve as the core basis for the certification review, it is imperative to ensure they are complete, authentic, and properly formatted to avoid delays in the review process caused by missing or inconsistent information. Key required documents include: the PC Certificate, Packing List, Commercial Invoice, Form M, Bill of Lading, and the Certification Application Form.


*   **Packing List Requirements:** Must provide detailed information and contact details for both the importer and exporter. It must clearly specify key data points such as the HS Code, product name, brand, model, number of pieces, number of cartons, gross weight, net weight, and volume. Once completed, the document must be stamped and signed by the exporter to confirm that it corresponds exactly with the actual cargo details.


*   **Commercial Invoice Requirements:** Must fully include the information and contact details of both the importer and exporter. It must accurately list basic product information—such as the HS Code, product name, brand, model, number of pieces, and number of cartons—while also clearly indicating transaction details, such as the unit price and total price. Finally, the invoice must be stamped and signed by the exporter to serve as a crucial evidentiary document for both the certification review and transaction verification.


II. Obtaining the PC Certificate


The PC Certificate is a fundamental prerequisite for SONCAP certification. If you are unable to directly provide a valid, existing PC Certificate, you may choose one of two application methods based on your specific circumstances: (1) Provide product samples to the certification body for professional testing, after which the PC Certificate will be issued; or (2) Submit clear product images and detailed product specifications for review and assessment by the certification body, leading to the issuance of the PC Certificate. III. Document Submission and Inspection Scheduling


Submit all fully prepared documentation to the designated issuing body. The agency will conduct a rigorous review and verification process to ensure that the documents comply with the relevant regulatory requirements of the Standards Organisation of Nigeria (SON). Concurrently, schedule a time for the product inspection. Prior to the inspection, exporters must adhere to the regulations governing SONCAP certification by properly producing product labels and affixing them accurately to the surfaces of the corresponding products, thereby ensuring that the label information is complete, legible, and meets the certification's visual marking requirements.


IV. Certificate Issuance Process


*   **Issuance of Draft Certificate:** Once the products have successfully passed inspection and the document review has been completed without objection, the exporter must submit the final versions of the packing list and commercial invoice. Based on these documents, the issuing body will generate a draft SONCAP certificate. *Special Note:* For PC2 and PC3 category products, if the relevant criteria for inspection exemption are met, exporters may apply directly for an exemption; in such cases, a draft certificate can be issued without the need for a physical product inspection.


*   **Issuance of Official Certificate:** The exporter is required to carefully review all details contained within the draft certificate (including product information, transaction details, certification particulars, etc.). Upon confirming the accuracy of the information and providing feedback to that effect, the issuing body will formally issue the official SONCAP certificate for Nigeria. At this stage, the entire SONCAP certification process is complete, and the official certificate may be utilized for customs clearance of the goods.
